The Right-to-Know Law became effective on January 1, 2009. This law, in its entirety, can be found on the Pennsylvania Office of Open Records website, http://openrecords.state.pa.us.

Requests must be made in writing on the approved right-to-know form, and sent by e-mail, fax, regular mail, or delivered in person. No verbal requests will be accepted. A request should describe or identify the records sought with enough specificity to enable the Open Records Officer to ascertain which records are being requested. The cost for copies of records is $0.25 per page, plus the cost of postage. The cost to scan paper copies for the purpose of emailing a response is $0.15 per page. The cost to certify a record will be $5.00 per record, plus the cost of postage. All applicable fees must be paid in order to receive access to the records requested. Facilities

The City of Hazleton Recreation Department has something for everyone - young and old.

An alliance between the City of Hazleton and the School Board of the Hazleton Area School District, has made recreational facilities available to residents of not only Hazleton, but also the 16 municipalities within the school district.

Facilities include 13 play sites, two ballfields, 15 basketball courts, a soccer field, street hockey area, two ice skating rinks, and five indoor pools (including one Olympic-sized pool).

Access to a range of facilities has paved the way to a future of recreation in Hazleton unparalleled by any city of the same size. Planned activities include aerobics, bowling, yard ball, cheerleading clinics, arts and crafts, field hockey, flag football, badminton, horseshoes, tennis, track and field, volleyball and learn-to-swim courses.

One such activity, the Saullo-Serany summer basketball program, has become a Hazleton staple, ensuring all youngsters have the opportunity to participate in an organized basketball league.

In addition to the recreation facilities provided in and around the city, there are also eight golf courses within a 20-mile radius of Hazleton, including a Jack Nicklaus course at Eagle Rock Resort.

Events

Hold Your Flag High Day, also a new event, had families celebrating the 4th of July at Hazleton's Harmon-Geist Stadium with fireworks and free flags for all children under age 14. There were also refreshments, face painting and a clown to entertain kids of all ages.

Sponsored by the Greater Hazleton Chamber of Commerce, Funfest has become a summer event that draws thousands into downtown Hazleton. The city shows off its fun side with games, crafts, entertainment, food and lots more. It's a carnival-like atmosphere that focuses on all the good things Hazleton has to offer.

Dunk Drugs Day, in association with National Night Out, gives kids the power to just say "no" to drugs with a night of games and activities.

The City of Hazleton is served by its own paid police department 24-hours a day under the direction of Chief of Police Jerry Speziale.

Hazleton's Special Operations Group (SOG) is a professionally-trained unit of police officers equipped to handle virtually any law enforcement situation or emergency. Sometimes referred to as a "SWAT" team, this elite corp of officers receives special schooling at prestigious academies and institutions around the nation in the latest law enforcement techniques.

Although Hazleton does not experience very much serious crime, on a few occassions this elite group of officers has used its special skills to stop drug dealers in their footsteps and put them behind bars where they belong.

Some of the most dedicated officers of the Hazleton Police Department are the four-legged variety. The German Shepherds of Hazleton's K-9 Unit are specially trained to sniff out drugs, as well as protect human life.

Officers also maintain contact with the children of the area by participating in DARE drug resistance education programs.

Steps to Starting New Business

  1. File for Zoning at the Zoning Office on the 1st Floor of City Hall, Room 105.
  2. Once Zoning is approved, an Occupancy Inspection needs to be performed.
  3. After the Occupancy Inspection is performed and has passed, the applicant can then fill out the paperwork for a Business License, which is renewed each year.
  4. If Zoning is denied, the applicant can file for a Zoning Appeal which will be held in front of the Zoning Hearing Board at a date to be determined.
  5. If all home occupations are denied, the applicant will then need to file for a Zoning Appeal to be held in front of the Zoning Hearing Board, where it will then be decided on whether the home occupation will have final approval or be permanently denied.

Building Permits

When do I need to obtain a building permit?
Building permits are required for any interior renovations to your property including plumbing, electrical and general repair. Building permits are also required for exterior renovations including new siding, roof or sidewalk, the addition of sheds and fences and paving, and blacktop and concrete work. Some of these projects may require you to obtain a zoning permit as well.

What is the cost of a building permit?

Zoning Permits

When do I need to obtain a zoning application?
Residential zoning permits are required for such things as additions to your home, the installation of fences, swimming pools, decks, sheds, garages and other buildings, and the construction of a driveway or other off-street parking lot.

What is the fee for a residential zoning application?
The fee for a residential zoning permit is $50.00 per unit.

When do I need to obtain a commercial zoning permit?
Commercial zoning permits are required for all new businesses, whether new construction or those that move into existing buildings. Applicants must first file a zoning application. An occupancy inspection is also required.

What is the fee for a commercial zoning application?
The fee for a commercial zoning permit is $100.00.

Occupancy Inspection

What is an occupancy inspection?
A code enforcement and zoning officer and the Fire Chief inspect proposed business locations to assure there are no code violations. They check for adequate fire extinguishers, proper exit signs, and any defects that may need to be fixed before occupancy is approved.

What is the fee for an occupancy inspection?
There is a fee of $75.00 per unit for a residential occupancy inspection, and $150.00 for a commercial occupancy inspection. If the inspection fails or the owner/agent does not appear for the inspection, there will be an additional charge of $75.00 per unit for a residential occupancy reinspection, and $150.00 for a commercial occupancy reinspection.

Demolition

What are the fees for demolitions?
The permit fees for demolitions are as follows:
Storage sheds - $40
Residential garages - $100
Single home - $350
Double dwelling home - $500
Commercial buildings - $500 flat fee up to 10,000 square feet. Buildings over 10,000 square feet $500 plus additional price per square foot.

Contractors

Home improvement contractors need to be registered with the Attorney General's office in Harrisburg. Contractors are required to obtain a business license in order to perform work within the City of Hazleton.

In order to be licensed, contractors must present a copy of their insurance policy, including at least $500,000 in liability insurance, and proof of workers compensation insurance, if other employees work for the contractor.

All contractors applying for permits must present an estimate, written to the client, and description of the job they are doing.

Do I need a license to conduct business in Hazleton?

Anyone conducting business within the Hazleton city limits must pay a license fee. Licenses are issued on an annual basis. For a list of all types of businesses requiring licensure, please contact the Licenses & Permits office at (570) 459-4925. 


Door to Door

Door-to-door solicitors must also be licensed and are subject to a background check by city police. The cost of the license is $100 per week and $250 per year.


Transient Businesses 

Transient retail business such as fireworks sales, flower sales, and tent sales must pay a licensure fee as follows:
Under Tent Outdoors (per week) - $500
Circuses/Sideshows (per day) $300
Parades (per day) $250
Carnivals (per week) $250
