RULE 9. RULES OF PUBLIC ADDRESS TO COUNCIL

Any person desiring to address Council shall stand at the microphone, state his or her name and address, and shall limit their address to THREE (3) MINUTES. On matters of the Agenda, the time limit of three (3) minutes may be extended at the discretion of the presiding officer. All remarks shall be addressed to the Council as a body, and NOT to any individual member thereof. No person or member of Council shall be permitted to enter into any discussion, either directly or through a member of Council, without the permission of the Presiding Officer.
