HAZLETON CITY COUNCIL
INAUGURATION/REGULAR MEETING
MONDAY, JANUARY 4, 2016
 
Call to Order:  Council met for the inauguration ceremony and regular meeting on Monday, January 4, 2016 in Council Chambers. The meeting was called to order at 10:00 am.
Silent Meditation and Pledge of Allegiance:  An invocation was given by Father Joseph Evancho and followed by the Pledge of Allegiance.
Roll Call of Outgoing Council:   Cusat-Present; Keegan-Absent; Mope-Present; Sosar-Present; Mundie-Present
Approval of Minutes of Previous Meeting:  None.
Remarks of Outgoing/Current City Council members and other City Officials:  Mayor Yannuzzi said he surrounded himself with the best people during his term as Mayor. He thanked all of those who served during his administration. He also thanked the 124 City employees for their hard work and dedication. Mayor Yannuzzi thanked the media, the residents of the City, and his wife, Joanne, for their support. He commented that he hopes Hazleton will become a safe place as we move forward.
Frank DeAndrea, Outgoing Police Chief, thanked everyone including his family, Father Cappelloni, Dr. Simone and the entire Hazleton Police Department for their support. He stated the Police Department showed the utmost professionalism and dedication in law enforcement. He also thanked his friends, confidants, and the people of Hazleton. DeAndrea thanked Mayor Yannuzzi for giving him this opportunity and for supporting him during his term of office. He stated it was an honor to serve as Police Chief and it was the best job in his police career. He thanked Mundie, Mope, Sosar and Cusat for their support and cooperation. He wished Cusat all the best and said he will do what is best for the City and its residents. DeAndrea stated Council and the Mayor need to remain on the same ground to move the City forward. He stated it was a great honor to serve as Police Chief for the City of Hazleton.
Jeff Cusat thanked everyone who believed in him and voted for him. He thanked his friends and family for supporting him, and he also thanked Mayor Yannuzzi. Cusat commented that the morale in Hazleton is not good and that needs to be changed. He said he created a team that will help him achieve the goals of the City. He plans on having the Police Department be open 24 hours a day, seven days a week, and also have someone sitting at the window downstairs. He will have Code/Licenses and Permits open earlier and stay open later for the convenience of the public. He wants to increase the number of police officers. He said Code Enforcement will now be supervised by the Fire Department. Cusat said these are just a few of things he is working on, but there is a lot more to do. He said he is willing to work with Council.
At this point, the Oaths of Office was given to Jeff Cusat, Jean Mope and Robert Gavio by Judge Correale Stevens. The new Mayor and Council Members took their seats.
Roll Call of New Council:  Gavio-Present; Mope-Present; Sosar-Present; Mundie-Present. There is currently one vacant seat on Council.
Remarks by Newly Elected Council Members:  Robert Gavio applauded the outgoing City officials for their hard work and dedication to the City. He said he is looking forward to working with the Mayor, City Council and the Administration. He thanked everyone who supported and voted for him. Gavio said he is available to talk to anyone at any time.
Jean Mope congratulated Cusat for winning the election for Mayor. She said it was a pleasure serving with him on Council. She congratulated Gavio as the new Council Member. Mope thanked Mayor Yannuzzi for his hard work and dedication during his term. She said he always had the best interests of the City in mind. She thanked all of the outgoing officials for their service and she also thanked her husband for his support. Mope said she will work hard to serve the City and its residents.
At this point, Mundie announced that Council will now appoint the Council Present and Vice President for the year 2016.

On the Question:
Mope made a motion to nominate Jack Mundie as Council President, and Sosar seconded the motion. No other nominations were presented.

Presented by Gavio. Seconded by Mundie.
On the Question:
Gavio made a motion to nominate Jean Mope as Council Vice President, and Mundie seconded the motion. No other nominations were presented.

Mundie then proceeded with the regular order of business.
Courtesy of the Floor and Remarks:  Norman Tarantino, Lee Court, Hazleton requested that Council consider him for any position on Council.
Grace Cuozzo, newly appointed Council member, 948 James Street, Hazleton thank Mayor Yannuzzi and Mayor Cusat. She also thanked the rest of City Council for appointing her to this position.

Presented by Sosar. Seconded by Mope.
On the Question:
Sosar made a motion to nominate Grace Cuozzo to fill the vacant seat on Council. Mope seconded the motion. No other nominations were made.

Cuozzo asked what the hourly rate will be and Mayor Cusat said $100 per hour with a $50,000 cap.

Comments from the Audience:  Antonio Rodriguez, 718 Muir Avenue, Hazleton wished the best of luck to Mayor Cusat, Grace Cuozzo and Bob Gavio.
Comments from Mayor Cusat:  Mayor Cusat thanked everyone for their support and said he is looking forward to working with Council.
Comments from City Council:  Cuozzo thanked Council for their faith in her. She wished Mayor Cusat the best of luck.
Gavio thanked everyone for their support and said he is looking forward to working with everyone.
Sosar congratulated Mayor Cusat. He thanked DeAndrea for his hard work and dedication as Police Chief. He asked Mayor Cusat to give Council guidance in making the right decisions for the City. He looked forward to working with him. Sosar said he wants to make Hazleton a better place. He thanked everyone for coming.
Mope thanked everyone for coming. She said she knows Mayor Cusat and Council will get along and work well together. She asked the Mayor to give Council his input and guidance on City matters. She said the City needs to straighten out its finances. Mope hoped the City will be moving in the right direction.
Mundie thanked Mayor Yannuzzi for his hard work and dedication while in office. He said he worked with Mayor Yannuzzi for over 20 years and he always had the best interests of the City at heart. He thanked DeAndrea and wished him well. Mundie thanked John Keegan for filling in on City Council. He also thanked Mike Wilfing and Judge Stevens. He said Council wants to work with Mayor Cusat. He added that the budget Council came up with is workable, and that no positions will be eliminated.
Benediction:  The benediction was given by Father Joseph Evancho.
Adjournment:  Mundie motioned to adjourn the meeting with Mope seconding the motion. Meeting adjourned.
