HAZLETON CITY COUNCIL
SPECIAL MEETING
TUESDAY, SEPTEMBER 29, 2015

Call to Order: Council met in special session on Tuesday, September 29, 2015 in Council Chambers. The meeting was called to order at 6:00 pm.

 

Silent Meditation and Pledge of Allegiance: A silent moment was taken followed by the Pledge of Allegiance.

 

Roll Call: Cusat-present; Mope-present; Sosar-present; Mundie-present

Courtesy of the Floor: Antonio Rodriguez, 718 Muir Avenue, Hazleton spoke about the upcoming budget. He would like to see no tax increase and part-time police officers hired. He asked Council to increase the fines for dumping trash. Rodriguez stated that background checks should be performed on all prospective tenants in rental units. He asked Council to increase the fines for vandalism and to enforce the curfew.

Norman Tarantino, 154 North Lee Court, Hazleton said he wants to give his time to the City and help the City out. He stated if he is appointed to the vacant position on Council, everyone will be able to work together.

Mark Rabo, 8 West 1st Street, Hazleton thanked everyone who submitted their name for the vacant Council seat, and offered his best wishes to the person selected. He said Council needs to be able to work together for the betterment of the City.

Sylvia Thomas, 409 West 6th Street, Hazleton stated her support of John Leonard to fill the vacancy on Council. She felt it would be a good idea to have a former police officer on Council.

RESOLUTIONS

Resolution 2015-90      Appointing New City Council Member

At this point, Sosar said he wants to throw out this Resolution. He said this appointment to the vacancy on City Council has been very “tumultuous.” In the best interest of the City, he would like to offer a new resolution in its place. He said he will not be voting for anyone here today. He wants all nine resumes sent to the President Judge of the Luzerne County Court of Common Pleas, and have him select the person to fill the vacancy on Council. He felt this would be the fair way to do this. Mundie agreed and said this is becoming “too political.”

Sosar made a motion to suspend the rules and prepare a new Resolution on the floor. Mope seconded the motion.

On the Question:

Sosar stated the person selected to fill the vacancy on Council will only be serving for three months. He said he is only looking out for the people of Hazleton. He stated this vacant seat has become a “political football” and feels it will be better if the Judge decides the matter. Cusat said a procedure should be put in place to handle this situation better if it happens again. Mope thanked everyone for their resumes. She said Council is receiving a lot of pressure to fill this vacancy. Mope stated “my vote is not for sale.” She felt the Judge will decide who is the best fit. She thanked everyone for their participation. Mundie agreed. He said there are a lot of good candidates, and the Luzerne County Court of Common Pleas should decide the matter. Sosar said people are fed up with politics and so is Council. He stated Bast should have resigned three months ago because he has not been here for quite a while. Sosar said he wanted the new Resolution to request the President Judge of Luzerne County Court of Common Pleas to decide the person to fill the vacancy on Council among the nine resumes received.

Adjournment: Mundie motioned to adjourn the special meeting with Mope seconding the motion. Meeting adjourned.
