HAZLETON CITY COUNCIL
REGULAR MEETING
TUESDAY, MAY 26, 2015

Call to Order:  Council met in regular session on Tuesday, May 26, 2015 in Council Chambers. The meeting was called to order at 6:20 p.m.

Silent Meditation and Pledge of Allegiance:  A silent moment was taken followed by the Pledge of Allegiance.

Minutes of Previous Meetings:  The minutes of the April 7, 2015 and April 21, 2015 Regular Meetings, and the May 5, 2015 Liquor License Transfer Hearing were approved unanimously.

RESOLUTIONS

Resolution 2015-51 Contract for Road Materials 2015

Presented by Mope. Seconded by Sosar.

On the Question:

Sosar had concerns about Paragraph 3, Item 10 (Cold Patch). He questioned why the City would need to purchase cold patch because the asphalt recycling machine uses the old millings. He said cold patch is only good in late fall, and now is the time to be using the old millings. Sosar said there was an issue with using the old millings last year, but there is no reason not to use them this year. He stated he wants to ask Frank Vito to explain why cold patch is being ordered. Mundie asked Bob Cohen, City Solicitor, if they can pass everything on this Resolution except for the cold patch. Cohen said yes. Sosar made a motion to amend the Resolution by removing Item 10 in Paragraph 3, Cold Patch at Plant. Mope seconded the motion.

Comments from the Audience:  Norman Tarantino, 154 North Lee Court, Hazleton said there is a sign still up on Green Street from the Parking Authority at the parking lot on Wyoming and Green Streets. The Parking Authority was disbanded and the sign should be removed. Tarantino said he would like to hear a report on how the asphalt recycling machine is being used. Mundie said he will have Frank Vito come to the next meeting to discuss the matter.

**At this point, Mope asked the City Clerk to send a memo to Frank Vito requesting his presence at the June 16, 2016 Council meeting to discuss the roads and the use of cold patch. Mundie indicated there would be a work session held prior to that meeting.**

Ted Sherrock, 67 Franklin Street, Hazleton thanked everyone for getting the building on Poplar Street taken down. He said he hopes the debris will be removed as soon as possible. Rich Wech, Code Enforcement Officer, said they are going to fill in the front of the property and level it out. Mope said they have to level it out and put new soil down.

Comments from Mayor:  None.

Comments from Junior Council:  Josh Narrow said he had fun serving on Junior Council and it was “an enlightening experience.” He thanked Council for letting him serve on Junior Council. Mope said Council appreciates the input that was given by Junior Council.

Comments from Council:  Mope thanked everyone for coming. She thanked the Fire Department, Saullo and Bugda for putting together a ceremony at St. Gabe’s for the veterans for Memorial Day. It was a great event, and she would like to see it continue. Mope said things like this are very valuable to the citizens of Hazleton, and she said she hopes we can bring the City back to what it once was. She thanked all the voters that came out to vote, and she also thanked the media for the election coverage. Mope commented that all the candidates were winners because they showed they care by putting themselves out there. She thanked everyone for their participation.

Sosar said he was at the ceremony yesterday and it was very nicely done. He said we need to promote things like this in the community. He thanked everyone for coming. Sosar said the primary election was “spirited,” and Council extends it hand to the Mayor. He hoped to make the last few months of the Mayor’s term positive.

Mundie thanked the voters for coming out to the primary election. He also thanked Joe Yannuzzi and Grace Cuozzo for running their campaigns. Everyone who ran for office cares about the City. Mundie hoped that everyone can come together for the betterment of the City. He also thanked WYLN and the Standard Speaker for the media coverage. Mundie said he believes that when a Council member becomes Mayor, the remaining Council members appoint someone to fill the position. Cohen said that was correct and referred Mundie to the Third Class City Code, Miscellaneous Provision, and Optional Plan A. Sosar said he believes nothing happens until the first meeting in January. He said the newly elected and sworn in members of Council make the decisions. Cohen said he would need to research that further before rendering his opinion. He added that the Mayor has a vote of who sits on Council if the vote is a tie. Sosar said Council needs to get updated information in accordance with the new Third Class City Code.

Adjournment:  Mundie motioned to adjourn the meeting with Mope seconding the motion. Meeting adjourned.
