HAZLETON CITY COUNCIL
REGULAR MEETING
TUESDAY, OCTOBER 1, 2013

Call to Order:  Council met in regular session on Tuesday, October 1, 2013 in Council Chambers. The meeting was called to order at 5:30 p.m.

Silent Meditation and Pledge of Allegiance:  A silent moment was taken followed by the Pledge of Allegiance.

Roll Call:  Bast-present; Mope-present; Mundie-absent; Schadder-present; Perry-present

Minutes of Previous Meetings:  None.

Proclamations/Communications:  None.

Courtesy of the Floor:  Dee Deakos, 43 West Mine Street, Hazleton commented on Resolution 2013-98. She asked when did Council start putting resolutions on the agenda regarding donations made to the City, because it was never done before. Schadder said he put that resolution on the agenda because he wanted to recognize Valmont Newmark for their donation. Deakos asked if the donation has to be returned if Council votes no on that resolution. Schadder said there is nothing to return because we have not received the donation yet.

Grace Cuozzo, 948 James Street, Hazleton commented on Ordinance 2013-17. She said there is money in the community development budget for demolition, and asked if that money can be used to clean up the McKinley Street property. She said more money should be put into cleanup and demolition in the budget, and it has been in the budget before.

             

Old Business:

ORDINANCES

Ordinance 2013-17 An Ordinance Approving the CDBG Action Plan for Fiscal Year 2014 (2nd Reading)

Presented by Bast. Seconded by Perry.

On the Question:

Perry asked about putting more money into demolition. Fermin said there is already $130,000 in that fund. She said there are guidelines she needs to follow, and the Mayor needs to okay something like that. Mope asked Fermin to check into this further. Fermin said the cleanup after a demolition would be the property owner’s responsibility. She said Community Development did one on Poplar Street, but that was under different circumstances. Mope said the structure is already down, and it just needs to be cleaned up. Fermin said this matter is now in DEP’s hands. Mope asked about another property, and Fermin said that was purchased by the Redevelopment Authority at a free and clear sale.

RESOLUTIONS

Resolution 2013-98 Accepting Donation of New Playground Equipment and Fencing and the Installation thereof from Valmont Newmark, Inc.

Presented by Schadder. Seconded by Perry.

On the Question:

Larry Birch, General Manager of Valmont Newmark, said they are interesting in donating playground equipment to the park located adjacent to their facility. He found a company that sells this equipment at a good price, and they gave him a better deal on it because it is a donation to the City. Birch said they are donating stationary playground equipment, and the some of the fencing will be replaced. Schadder thank Birch and Valmont Newmark for being a “strong community partner.” He commented that this will be a positive benefit to everyone in the City. Schadder asked if he is willing to meeting with some of the Heights residents. Birch said a lot of their workforce lives in that area. Schadder said he wanted to put something positive on the agenda, and he wanted to officially thank Valmont Newmark for their donation. Perry thanked Birch and Valmont Newmark for donation.

Comments from the Audience:  Dee Deakos, 43 West Mine Street, Hazleton commented that Fermin said she needs the Mayor’s okay to move more money into demolition and cleanup. She was told there is $140,000 in there. Deakos said Council should have moved to get a cost for cleanup for the McKinley Street property, and then tell the administration to have Fermin move this money accordingly.

Grace Cuozzo, 948 James Street, Hazleton said she saw a report on the news about students from the Career Center doing demolition at the Airport. She said there was no bid awarded for demolition, and no transfers were done for this. Cuozzo said this should have gotten Council’s approval first.

Comments from Council:  Mope thanked everyone for coming.

Schadder thanked everyone for coming, and also thanked Valmont Newmark and Larry Birch.

Perry thanked everyone for coming, and also thanked Larry Birch. He said Valmont Newmark is an amazing facility. Perry suggested that Council set up a budget session in the near future. He stated he spoke with Hahn about taking over the Parking Authority, and the sale of St. Joseph’s Hospital. Hahn said both of these things are moving right along.

Adjournment:  Perry motioned to adjourn the meeting with Bast seconding the motion. Meeting adjourned.
